Scotland Prevention Review Group

The Scotland Prevention Review Group will identify legal duties needed for local authorities and other public bodies to prevent homelessness in Scotland. It has been set up by Crisis at the request of the Scottish Government and is chaired by Professor Suzanne Fitzpatrick of Heriot-Watt University.

Overview

The Scotland Prevention Review Group was convened to take forward a recommendation in the Ending Homelessness Together High Level Action Plan published by the Scottish Government and Convention of Scotland Local Authorities (CoSLA) in November 2018: “We will work with public bodies, housing providers and other partners to develop a new duty on local authorities, wider public bodies and delivery partners for the prevention of homelessness.”

The Group will develop recommendations to the Scottish Government for a legal duty or duties on Scottish local authorities and wider public bodies to prevent homelessness. The Group will provide advice on how to ensure the recommendations are successfully implemented in the context of wider reforms to homelessness provision in Scotland.

How will it work?

The Group was originally scheduled to meet between November 2019 and June 2020. Due to COVID-19 the decision was taken to postpone the work of the Group and the Group is now due to publish its report in November 2020. Each meeting has a different theme.  Every theme will be informed by the views and experiences of other experts, people with lived experience of homelessness and frontline workers.

Who is on the expert group?

Who else is involved?

We want to make sure we get the input of relevant people from across Scotland.

The views of people with lived experience of homelessness and frontline staff working in homelessness services are particularly important.   We have asked Homeless Network Scotland to bring together a group of people with these experiences to make sure that what we recommend is realistic and makes the difference that we want.  They will have regular meetings alongside the expert review group, including some shared meetings at key stages of the process.

We are holding a series of consultation events with other professionals and specialists from services and government for each theme to provide expertise and advice to the expert group.  Attendance will be targeted to make sure we can have in-depth discussions and due to the short timescales for this piece of work.

The Prevention Commission is made up of people with recent and current experience of homelessness, and people with frontline responsibilities in local authorities, housing associations and the third sector.

The Prevention Commission is facilitated by Homeless Network Scotland and connects directly to the work of the Prevention Duty Review Group.

Blog

The Prevention Review Group met yesterday, our third meeting since we started our work in November. As discussions have unfolded, some initial recommendations have emerged as to how we see homelessness prevention developing in Scotland.
